Type: Node / Target- and Interval-Relative Involvement Profile

Placement note: Participation is Division III's second keystone, alongside Agency: not whether an Agent can act, but how an Agent is actually involved in a process, relationship, or activity in which they are situated, personal, interpersonal, collective, or institutional, considered alongside, but not confused with, the practical opportunities, formal authority, demonstrated effect, and constraints through which that involvement occurs. Division III is an agentive-relational grammar: who can act (Agent, Agency), how they participate (Role, Participation), and how persons acknowledge one another (Interpersonal Recognition, not yet admitted), with Dignity constraining treatment throughout regardless of what this entry or Agency finds.

Working Definition: Participation relates an Agent to a process, relationship, or activity in which the Agent is situated, personal, interpersonal, collective, or institutional, profiling whether and how the Agent is actually involved across time: presence, contribution, continuity, influence, authorship, and voluntariness, while keeping that involvement distinct from practical opportunity, formal entitlement, demonstrated causal effect, and any later judgment about participatory quality. It is assessed coordinate by coordinate and process by process, not as a single scalar or a rank on one ladder: an agent can be actively involved, even practically afforded real opportunity, while a process's influence or authorship was never demonstrated to be effective.

Function in the Grammar: Role supplies the structure: a defined position with expected or authorized participation attached to it. Recognition supplies the institution's acknowledgment that a person occupies some standing within it. Neither names a further, separate fact this grammar needs: whether a person who holds a Role, or is recognized as a stakeholder, was ever actually, meaningfully involved in what that Role or recognition nominally attaches to. A community can seat a client on its advisory board, recognize them as a stakeholder, formally authorize a vote, and record their attendance at every meeting, while none of their input ever changes an outcome or shapes the agenda. That gap, practical access without demonstrated effect, is not necessarily a failure of Role, Recognition, or Authority; each can be functioning exactly as designed. It is, however, a Participation configuration that may disclose unequal or withheld Power, without this entry redefining Power itself to make that disclosure. Locating and naming that gap, not resolving what it reveals, is what Participation exists to do.

Participation is relative to a specific process, not only to a context, and independently assessed coordinate by coordinate within that process. The same agent, in the same institution, at the same time, can be actively involved in one committee and merely present in another; the same agent, in the same committee, can contribute extensively while a granted vote never actually changes the outcome. That last gap is itself four different facts, not one: whether a Role, Authority, or Procedure formally entitles an agent to influence or authorship at all; whether the process, beyond that formal entitlement, makes a practical opportunity actually available; whether the agent attempts to use whatever is available; and whether doing so produces a traceable effect. A formally authorized vote that no one explains or invites is not thereby practically afforded; a practical opportunity afforded but never used is not exercised; a vote cast that is consistently outvoted is exercised but not demonstrated effective; an informal practice never formally entitled by anyone can still become practically afforded, exercised, and effective all at once. Collapsing these erases exactly the distinction Sherry Arnstein's power-focused account of citizen participation was written to preserve: that being granted a voice and having that voice actually change anything are not the same fact. Collapsing across processes erases a second, subtler distinction: that a person's real influence in one setting says nothing, by itself, about their Participation in a different one.

Participation also does not presuppose that involvement was freely chosen, and voluntariness itself is not one fact but several: whether entering a process was freely chosen is a different question from whether continuing, once in, is freely chosen, which is different again from whether a specific contribution or a specific decision made within the process was freely given. Mandatory jury service produces low voluntariness regarding entry; a juror may still freely choose how to vote once seated. Building "genuine" or "voluntary" into Participation's own base definition would make the very failures this entry exists to diagnose, tokenism, coerced compliance, formally not-Participation, and therefore invisible to the grammar. The definition stays neutral so the diagnosis stays available.

Nor does Participation require being the process's only, or even primary, party. Being affected by a process, or being its subject, a person whose case is decided, whose treatment is administered, whose life a decision changes, is not, by itself, participating in it. A process can happen around or to a person without their yet becoming a conscious participant in it; recovery is the clearest case this project has, and one reason this entry insists on assessing actual, exercised, effective involvement rather than inferring it from proximity to the process alone.

The chain this entry supports is: an Agent, a stated process, a Context, an interval, and an involvement profile across coordinates together constitute a situated Participation Claim regarding that process. Each coordinate's assessed level itself requires a stated criterion; asserting "substantial" or "absent" without one is an unsupported Claim, not a settled fact. A supported Participation Claim may bear on whether a Commitment made within that process was voluntary regarding some specific target, whether a Procedure's participatory requirements were actually met, or whether an institution's stated values are reflected in its practice, but no step in that chain licenses the next automatically, and whether a profile counts as tokenistic or meaningful under any applicable Standard is a further, separately governed determination this entry does not make on its own.

The coordinate apparatus above is an analytic decomposition this encyclopedia introduces, drawing on Sherry Arnstein's power-focused analysis of citizen participation without translating her full eight-rung typology into this grammar; see Intellectual Lineage. It is not presented as an exhaustive taxonomy of participatory quality, a validated assessment instrument, or a claim that the coordinates are empirically independent of one another. "Separately assessable" means only that one coordinate's level must not be inferred automatically from another's.

Semantic Constraints

The expression PARTICIPATION_ASSESSMENT(a, p, k, i, Q, assessment) is well-formed when the agent, process, context, interval, and coordinate are identifiable, and the assessment is either a stated level with a stated criterion or an explicit NotAssessed. Well-formedness does not establish accuracy. Asserting a participation judgment, at any coordinate, is a Claim, subject to the same epistemic discipline as any other; see Claim and Warrant. PARTICIPATES_IN(a, p, i), the further Claim that a took part in p at all, is never entailed by any set of PARTICIPATION_ASSESSMENT judgments, including a profile recording every coordinate Assessed(absent). It may be supported by a resolved Profile together with an applicable COUNTS_AS Warrant, but establishing it always requires that further step.

substantial, limited, and absent are not self-interpreting. "Substantial" presence, voluntariness, and each power coordinate are different judgments, each requiring its own stated criterion; under: criterion(c) records what that criterion was, an attendance threshold, a documented uptake log, a charter provision, so the level itself does not silently smuggle in the normative judgment this entry insists must stay downstream. Because each assessment is a Claim, two sources may assess the same (a, p, k, i, q) differently. Profile, VOICE_WITHOUT_DEMONSTRATED_EFFECT, and EFFECTIVE_INFLUENCE_AND_AUTHORSHIP operate over a single resolved assessment per coordinate; unresolved, conflicting PARTICIPATION_ASSESSMENT Claims for the same coordinate must not be silently merged, averaged, or arbitrarily resolved into a Profile or a derived predicate. presence, contribution, continuity, and the coordinates of influence, authorship, and voluntariness are independently assessed. A high contribution value does not entail a high influence.effective value: a person can supply extensive information, labor, or ideas to a process that is then decided without regard to what they supplied. authorship is distinct from influence: influence is the capacity to affect a process's outcome within its existing terms; authorship is the capacity to affect the process's own terms, agenda, or structure. Within each, afforded, exercised, and effective are independently assessed, and afforded tracks practical opportunity, not formal entitlement: a process can formally authorize a vote, through Role, Authority, or Procedure, that is never practically afforded because no one explains or invites its use, and can practically afford an opportunity, an informally extended invitation, that no Role or Authority ever formally created.

continuity is assessed retrospectively as of t, for the interval i: the degree to which involvement is sustained, resumed, or renewed across the process's relevant occasions within that interval, not as a property of a single instant, and not automatically destroyed by an interruption. A lapse followed by a return is itself part of what continuity assesses, not a disqualifying event. A process with only one session held so far has no basis yet for a continuity judgment beyond NotAssessed.

A NotAssessed coordinate must not be read as absent, nor as substantial. A coordinate excluded from Q is a distinct, further judgment, NotRelevant, a Scope decision requiring its own stated reason, not a silent default; the two must not be conflated. An incomplete Profile does not license VOICE_WITHOUT_DEMONSTRATED_EFFECT or EFFECTIVE_INFLUENCE_AND_AUTHORSHIP; both require the relevant coordinates to have actually been assessed, not merely unreported. Silence about whether a process affords influence must not be treated as evidence that it does not, nor that it does.

voluntariness is assessed separately per target. A voluntariness judgment regarding entry does not entail any particular level regarding continued_involvement, contribution, or decision; a mandated entry does not, by itself, establish that a specific decision made within the process was coerced, and a freely chosen entry does not, by itself, establish that a specific later decision was free.

PARTICIPATION_ASSESSMENT does not itself determine whether a process, or an institution running it, satisfies any applicable Standard for meaningful participation, or whether a Commitment made within it was voluntary. TOKENISTIC_UNDER and SUBSTANTIVE_UNDER operate over the full recorded profile against a specific Standard; the applicable Standard, Procedure, or authorized Decision must still be identified and applied. This entry does not supply that further machinery, and does not attempt to.

Distinctions

Participation ≠ Agent. Agent is the ontological primitive, the bearer from which actions, claims, and commitments originate. Participation is the target-, context-, and interval-bound involvement profile attached to that bearer within a specific process. An Agent does not cease to be an Agent, and does not lose Dignity, when their Participation in a given process shows VOICE_WITHOUT_DEMONSTRATED_EFFECT or is absent.

Participation ≠ Role. A Role is a defined position with expected or authorized participation attached to it, existing independent of whether that expectation was ever met. A person can hold a Role, board member, committee seat, union representative, and have an empty Participation Profile for the process that Role nominally attaches to, or hold no formal Role at all while carrying an EFFECTIVE_INFLUENCE_AND_AUTHORSHIP profile in an informal process.

Participation ≠ Recognition. Recognition, in this encyclopedia's institutional sense, is an institution's acknowledgment of someone's standing, as a stakeholder, a member, a party of interest. Recognition can be granted without any involvement following it, and involvement, even effective involvement, can occur without formal recognition ever being extended.

Participation ≠ Standing. Standing may establish eligibility: who is entitled to take part in a process. Participation is what happens once that eligibility is exercised, or not, and how. Two people with identical Standing in the same process can have entirely different Participation Profiles.

Participation ≠ Power. Power is the general capacity to produce effects within institutional or social fields, independent of any specific process, and can be durable across many processes and over time. This entry's effective coordinate is a supported causal effect within one specific process, at one specific time; it is evidence relevant to Power, not identical to it. Repeated effective input within one process does not, by itself, establish redistributed or shared Power, officials retaining full discretion to stop listening tomorrow is compatible with today's effective influence, and an agent may hold substantial Power generally while a given process affords, or makes effective, no influence at all.

Participation ≠ Authority. Authority is a recognized, institutionally traceable right to perform acts that bind others, and typically fixes a process's formal entitlements, a Role's binding vote, a Procedure's guaranteed comment period. This entry's afforded coordinate, practical opportunity actually available, is a distinct fact: it can exceed formal entitlement, an informally extended invitation that no Authority ever created, or fall short of it, a formally authorized vote that goes practically unused because no one explains how to cast it. Authority explains what a process was formally permitted to grant; it does not settle what was practically offered, attempted, or effective.

Participation ≠ Agency. Agency is the situated capacity of an Agent to form, revise, sustain, refrain from, refuse, enact, and communicate their own intentions regarding a specific matter. Participation is an Agent's involvement in a process, relationship, or activity in which they are situated. An agent can retain full Agency while a process affords them no effective influence or authorship at all, and a process can afford an agent substantial effective influence and authorship while their Agency, regarding some unrelated matter, is severely constrained; see Minimum Viable Test Case.

Participation ≠ compliance. Compliance is behavior that conforms to a process's expectations, attending when required, submitting requested materials, voting when called upon. Compliance is compatible with every power coordinate's effective aspect being absent; conflating the two is the specific failure Compliance mistaken for participation names below.

Participation ≠ being the subject of a process. Being affected by a process, or being its subject, a person whose case is decided, whose treatment is administered, whose life a decision changes, is not, by itself, participating in it. This is not a claim that Participation is required for a process to be legitimate or valuable to the person it affects, only that being the process's subject and being its participant are different facts this entry keeps apart; recovery can happen around or to a person before, or without, their becoming a conscious participant in it.

Participation's central diagnostic payoff, distinguishing formal entitlement, practical opportunity, actual exercise, and demonstrated effect, draws on Sherry Arnstein's power-focused analysis of citizen participation in "A Ladder of Citizen Participation" (Journal of the American Institute of Planners, 1969). Arnstein's own central claim is that citizen power means the capacity to actually affect outcomes, and she classifies consultation, informing citizens and soliciting their opinions, as tokenism even when conducted candidly, because citizens are given no assurance that their views will be heeded; she classifies placation similarly, even where participants hold some real influence, because final power remains with officials. This entry's VOICE_WITHOUT_DEMONSTRATED_EFFECT is deliberately narrower than that diagnosis: it records only the descriptive fact that a specific profile shows no demonstrated effect, without asserting tokenism. A candidly advisory process might not be TOKENISTIC_UNDER a Standard concerned specifically with deception, but it may remain tokenistic under Arnstein's own Standard regardless of candor, since final power and any assurance of uptake stayed with officials throughout.
